The horror of what happened in a California jail won’t quickly be forgotten.

A police photograph shows a smiling Luis Romero before he was beheaded by his cellmate Jaime Osuna, who has described himself as a satanist.

It was not possible to determine the exact date when the photo was taken.

The image released by the AP news agency shows him smiling, despite the fact that he was about to receive a long prison sentence for murder.

Luis Romero’s mugshot is a painful reminder that he had no idea he would wind up being tortured and brutally murdered by his cellmate, Jaime Osuna.

Osuna beheaded him and cut off various parts of his body that he later used to make a necklace.

Luis Romero was Jaime Osuna’s first cellmate and their names recently made headlines again.

A recent report that revealed that the prison guards on duty may have been negligent.

The guards did not report anything strange that night

Meanwhile, the guards did not notice when they made their nightly rounds to determine everything was in order.

California prison guards did not realize that 31-year-old inmate Jaime Osuna had allegedly tortured and beheaded his cellmate in 2019.

In fact, they reported that both detainees were alive after who made their night rounds, according to Fox News.

The California Department of Corrections conducted a poor investigation and delayed imposing disciplinary action on guards, according to a new report from the state inspector’s general office, according to The Los Angeles Times.

In addition, one of the guards lied and key witnesses were not interviewed during the investigation.

Jaime Osuna allegedly made an improvised knife that he used to behead his 44-year-old cellmate Luis Romero at dawn on March 9, 2019.

Supposedly Osuna also cut out Luis Romero’s eye, removed a finger, part of one of his lungs and cut the edges of his mouth to make it appear that he was smiling.

According to the LA Times, Jaime Osuna was wearing a necklace made from Luis Romero’s body parts when guards finally found him that morning.

Both inmates were convicted murderers.

Jaime Osuna, who describes himself as a Satanist, had a record of several attacks on other inmates.

Tragically, Luis Romero was one of them.

Osuna apparently covered the cell with a sheet to hide the torture

In a lawsuit filed by Luis Romero’s family, it was said that the bars of the cell were covered with a sheet and alleged that the guards did not check thoroughly to make sure both men were alive that night.

However, the California Department of Corrections said in a statement that it had conducted a «thorough and complete investigation from the beginning» of the homicide.

Justin Sterling, a lawyer for Luis Romero’s family, said that murder would have taken hours and that if the guards had been doing their regular rounds and thorough checks, they could have stopped the killing.

According to the LA Times, Luis Romero and Jaime Osuna had become cellmates after the Romero was transferred from another prison and was approaching eligibility for parole.

Jaime Osuna was serving a life sentence for torturing and murdering a 37-year-old woman in a motel in 2011.

Jaime Osuna was taken to a criminal psychiatric facility

Jaime Osuna was transferred to a criminal psychiatric institution after the murder of Luis Romero and was diagnosed with antisocial personality disorder, borderline personality disorder and schizophrenia, according to The LA  Times newspaper.

He was later designated incompetent to stand trial for the alleged murder.

Jaime Osuna had not had a cellmate in that prison before Luis Romero arrived.

The California Department of Corrections has not explained where exactly the guards were when Luis Romero was killed that tragic night.

The report also indicated that one of the officers was initially fired and the other’s salary was reduced after the incident. It was also reported that the first officer allegedly lied during the investigation.

«The department’s handling of the case was poor,» the Office of the Inspector General (OIG) said.

«In the OIG’s opinion, the special agent continually resisted the recommendations of the department attorney regarding conducting interviews and obtaining evidence.»
