Amid political and legal battles, the administration of President Joe Biden lifts an abortion referral ban imposed by former President Trump on family planning clinics.
This Monday, the Department of Health and Human Services (HHS) said they will restore the federal family planning program, which will work again as during the Obama administration when these clinics could refer women seeking abortions to service providers.

Xavier Becerra, HHS secretary, said the goal is to “strengthen and restore” services; while the defense organizations stated that there were some 1,300 clinics that were waiting for this government action.
Clare Coleman, president of the coordinating group National Association for Family Planning and Reproductive Health, said in an interview: “I heard that in almost every part of the country people have made the decision that conditions will be good for them to return to the program. My feeling is that people have been waiting for the period ”.
Returning to family planning
“The Biden administration is ending the gag rule on #TitleX funding. Our health centers look forward to once again providing access to high-quality, affordable sexual and reproductive health care through this program. Thank you @POTUS and everyone who organized to make this happen! ”Applauded Planned Parenthood in a Twitter post.
The largest service provider welcomed that its health centers could resume the program, but took the opportunity to criticize that they allowed anti-abortion doctors not to offer women a referral. At this point, the Biden administration indicated that it is something “in accordance with applicable federal law.”
During the Trump administration, clinics were prohibited from referring women who were considering an abortion to a specialized provider. This caused the program to practically disintegrate due to a massive departure from providers, states and independent organizations that were affiliated with Planned Parenthood, the AP reported.
The taxpayer-funded Title X program makes more than $ 250 million a year available for clinics to provide birth control and basic health care services primarily to low-income women, many from minority communities.
The “gag rule”
Women’s groups labeled Trump’s policy a “gag rule” and medical organizations called it a violation of the doctor-patient relationship. But religious and social conservatives praised the policy for imposing a strict separation between family planning services and abortion.
